Pulse by NABP is an inclusive, accessible, and secure digital platform that simplifies DSCSA compliance. Pulse provides access to user-friendly tools and a comprehensive network of verified relationships, enabling consistent communication with regulators and drug supply chain trading partners.

As a 501(c)(3) nonprofit association whose mission is to protect public health, the National Association of Boards of Pharmacy® (NABP®) is uniquely positioned to be an independent and impartial source of information that can connect trading partners with the goal of enabling DSCSA compliance. For over 120 years, NABP has protected public health by assisting its member boards of pharmacy and offering programs that promote safe pharmacy practices for the benefit of consumers. NABP’s members include the boards of pharmacy in all 50 United States, the District of Columbia, Guam, Puerto Rico, the Virgin Islands, and 10 Canadian provinces.

By creating a secure network to facilitate interoperable communications between regulators and trading partners, we can further our mission to protect patients by securing the drug supply chain.

Creating the Pulse Solution

NABP has a long history of creating solutions that benefit patient safety. For example, over 10 years ago, NABP created PMP InterConnect, which connects state prescription drug monitoring programs and serves as a critical tool in fighting the opioid epidemic.

Now, NABP has created Pulse to support our members and the industry by providing accessible and cost-effective solutions for DSCSA compliance. 

The Veteran’s Health Administration (VHA) joined Pulse in 2024 to help ensure that their prescription medication suppliers are appropriately licensed by requiring current and future vendors within the VHA health system to register with Pulse. NABP acquired the MediLedger Product Verification System (PVS) for its Pulse product in 2023 to further enable product verification under DSCSA. 

Through API connections, more than 15 solution providers are able to integrate with Pulse through our Pulse Interoperable Partner Program, allowing seamless connections for trading partners using existing platforms.  

Collaborating to Drive DSCSA Interoperability

We collaborated with industry leaders across the drug supply chain throughout the development of Pulse to ensure that our solution meets industry needs. Partners include large and small dispensers, wholesale distributors, and manufacturers. In addition, our member boards of pharmacy have provided valuable perspectives regarding the creation of Pulse.  

We conducted 2 pilot programs during 2022 and 2023 to connect with a diverse group across the industry to better understand business requirements and determine gaps in the tools and processes required to support the drug supply chain’s implementation of DSCSA. From the first DSCSA pilot program, we identified solutions across several areas to address gaps in data exchange, trading partner communications, regulator and dispenser authorization, and mapping various identifiers. 

As part of the second DSCSA pilot program, we hosted collaborative workshops for trading partners and regulators, as well as explored use cases and identified findings and gaps to meet DSCSA requirements. As a result of the pilot, industry alignment and best practices were among the key findings, which drove the development of the key Pulse features incorporated into today’s platform.
